At CITIZ3N, we believe that when government agencies are empowered with the right tools, insights, and partnerships, they can create more equitable and effective healthcare systems. That belief was reinforced at the 2025 Maryland State of Reform Health Policy Conference, where we joined fellow public sector leaders, healthcare innovators, and policymakers for a day of deep and meaningful conversation around the future of health in the state. 

Held in Baltimore, the event brought together voices from across the healthcare landscape—hospitals, Medicaid agencies, community organizations, legislators, and technology experts—all with a shared mission: to improve how Maryland delivers care. 

A New Era in Hospital Management and Acute Care 

The day opened with a compelling plenary focused on shaping the future of hospital operations, featuring senior leaders from Adventist HealthCare, Johns Hopkins, and Howard University Hospital. Discussions centered around strategic planning, operational resilience, and the evolving role hospitals play in population health. 

This set the tone for the day: a focus not just on individual programs, but on systemic transformation—moving from volume to value, and from reactive to preventive models of care. 

Innovation in Models, Medication, and AI 

Across the morning breakout sessions, three themes stood out: modernization of payment models, advancements in pharmaceuticals and AI, and behavioral health system evolution. 

Sessions explored: 

  • Maryland’s progress on the CMS AHEAD model and Medicare waiver developments, key components of statewide delivery reform. 
  • How artificial intelligence, new devices, and emerging therapies are shaping everything from diagnostics to remote monitoring. 
  • National models for improving youth and family behavioral health, with takeaways on community engagement, resource navigation, and wraparound services. 

Each session highlighted the need for innovation grounded in evidence—and in the lived realities of those served by public programs. 

Maternal Health, Cost Containment & Workforce Strategies 

Several panels tackled the critical intersections of equity, access, and affordability: 

Strategies to improve maternal and infant health outcomes, particularly for underserved communities. 

Creative solutions to prescription drug access and affordability, emphasizing purchasing transparency and benefit design. 

The imperative to strengthen Maryland’s behavioral health workforce, especially amid rising demand and complex care needs. 

These challenges require coordinated, cross-sector solutions—exactly the kind of work we support at CITIZ3N through design, strategy, and systems thinking. 

Public Health Resilience in a Changing Landscape 

With dwindling federal funding and shifting policy priorities, many speakers called attention to the need for renewed investment in public health infrastructure. Panels on vaccination rates, school-based care, and opioid response highlighted the urgency of meeting people where they are, especially in communities facing structural barriers to care. 

The conversation around cross-sectoral partnerships was especially resonant—underscoring the value of collaboration between health, education, housing, and social services in tackling root causes. 

Final Thoughts: Maryland Is Designing for Impact 

The conference closed with remarks from Maryland lawmakers, who provided valuable insight into the policy priorities shaping the next phase of healthcare transformation. Their comments reflected a strong sense of urgency—but also a deep optimism about what’s possible when we design with intention.
